You can run it through WinLAME or a similar program to try to get it to 44.1 or 48 khz and see if it will work then.

Are you saying, that it's only the converted files, that aren't playing? Try using a site like Zamzar on your computer, and convert the WAV(E) (original) file to MP3, then put it on a USB and transfer it to your PlayStation. It should work.
I think winLAME, might have a different setting - which the PS3 can't read - without knowing, of course.
They should be playable, if you can play them in the XMB.
And, just to be sure, have you enabled the User-music in the GT-settings?
