To clear things up, Cel Shading is a method that videogame programmers use to make 2-d/3-d like graphics (2-d characters in a 3-d environment).
It was featured in many PS2 games, i.e. Klonoa 2 and the infamous Auto Modellista (which sadly didn't hit).
Cel shading makes use of the basic points in a picture, the main outline, so to speak. Check out capcom.com for more examples.
Vectoring probably is the closest thing to cel shading, and I wouldn't be surprised if Capcom used vectors to create the cars in Auto Modellista. But....
The point is....Cel Shading rocks, whether or not you follow the guidlines, or if you do it for fun!
