Car pass all the way. You can save up a lot rather than purchasing separaye packs. I learned this the hard way in Forza 4. The only separate pack is F&F which is also worth getting.
I would stay away from VIP pack. All it is is reskinned cars. Much like the blue cars from GT6. Pointless in my opinion.
EDIT: I didn't realize the VIP pack were unique cars. I do have that pack and it is worth it as well. You don't get much but they are pretty awesome cars. The GT350 takes the cake though. But if for now you can only choose one, that has to be the pass. More stuff for less.
So yeah, I don't really know what these Forza Livery cars are. Those are not really worth it.

Are the F7 DLC cars upgradable? Do they sound any different, i.e. Walker's Supra or Skyline? Can you boost them further or are there caps on the HP and other parts as well? Ah... such a curious one I am.
The F&F cars are unique. The Supra does sound a bit different. The Skyline has the same regular R34 sound. However, it's worth mentioning that they have unique turbo and BOV sounds (extremely loud and obnoxious just like in the movie). They also have their own interiors. You can upgrade them and even change their color, wheels and liveries (quite pointless, in my humble opinion).
I have to say these cars are already VERY fast. With 700hp, the Supra will easily go over 200mph out-of-the-box. It doesn't drive too good though; just goes fast in straight line. The Skyline is in the mid 500hp range but that thing is great for track driving. Also, Paul's Supra is fully Forzavista ready, which I find very nice!
I have Paul's Eclipse too. Not too bad. Has it's own engine and BOV sound, but they went lazy in the interior. It's just the plain Eclipse inside.
And remember you get not only these, but the Fairlady Z32, the pink S2000 (without the livery, but you can find it on the community liveries) and at least another 4 cars from other movies.
