question about engine torque

Suppose you have two engines.

Engine 1 makes 300 ft/lb at 6000 RPM

Engine 2 makes 300 ft/lb at 12000 RPM

Assuming both have identical gear ratios and Engine 1 pushes the car to 100 MPH, would Engine 2 output the same torque to the wheels at 200 MPH?
 
Yes, but torque specs have NOTHING to do with how fast a car goes.
It's all horsepower, in this case you have 343hp at 6000rpm, but 685hp at 12000rpm.

You could say that the torque would be the same at those speeds but it's horsepower that you're concerned about.
 
It's because I'm trying to nail proper custom vehicle stats in a personal Battlefield 1942 mod. Basically, it only asks for Torque and the Final Gear.

Overall, I'm trying to combine the torque/weight ratio and engine RPM into a single Torque value. Assuming that both of my previous engines were geared for the same top speed, I figure the 12000 RPM engine would output twice the torque.

And since the game involves military vehicles, I want to make sure I get the correct torque output since I'll be doing more off-roading than racing.
