Question About Turbo Kit Mod

I have been upgrading the parts on my supra and i have a question about the turbo kits. Are you supposed to buy Stage 1 2 and 3 or jus pick one to have the most horsepower possible?
 
If you are just looking for the most hp you can get out of the turbo's then just buy stage 3.

You will not have more hp to have stage 1 & 2 & 3.
It will be the same hp to buy just stage 3.
Assuming you are wanting this just for the most hp out of turbos.
You'll just be throwing away money other wise.

If you just buy stage 3 and put the part on and then try buy stage 1 or 2 as well, you'll notice hp goes down and not up installing them.

Having all 3 allows you to adjust to a lower stage and less hp to dtune as it were without lowering power %
 
The different stages of turbo depends on what the track is like: If it's a high speed track like High Speed Ring, Tokyo etc then you want Stage 3 as that gives you the high end boost whereas a technical track such as Deep Forest, London etc, you will want Stage 1 for the initial acceleration out of corners. Stage 2 is almost a compromise between the 2 as it will give a boost to cars that accelerate quickly through the low revs but then lose that acceleration through the mid range so will give them the boost there

Yeah, I know that's the theory. But in real track conditions, a stage 3 turbo will always beat a stage 2, just as a stage 2 will always beat a stage 1. In laptime, I mean. Furthermore, as you can simply limit the power output of a car via the power limiter and/or add balast in the car to lose some PP, I don't really see the point in getting the stage 2. The stage 1 is out of the question.
