Rain settings

Can someone explain me how do rain settings in arcade mode work?
And if it's possible to make races like the 24 mins Specials

All it is is two settings: one that sets the weather at start of race (0% for no rain, 100% for full rain), and then weather changeability, which is how quickly and often the weather changes during a race. This means that if you put both settings to max, the race will start on full rain, then relatively quickly change to sunny (a couple mins) then change back again after a random amount of time. yes but if i wanted to make it rain halfway a race?
let's say a 20 minutes race?

Unfortunately your only option is to find around what 'weather changeability' setting causes it to rain after about ten minutes. Sadly there is no way to actually give it an accurate timer.
