Why does it matter anyway? There's nothing rare in this game, except this week's fashionable item: The 370z GTA...
Wonder what next week's rare flavour will be...

If your only criteria for buying a car is it's supposed rarity, I'd question why you're even playing the damn game..

The car is in the OCD (Online Car Dealership). It's available for 744,645 Cr, but varies on yours. I'm not sure it applies to everyone, including you. I'm also not sure if it's rare or not, but on my OCD, It has the car in there. If It is, I guess the question would be answered.
