It's certainly nowhere near as time-consuming as designing a track but it's pointless : how many times have you used the reverse gear in GT3 ?
And I still don't think it's that obvious to make it look good for 500 cars or so.

Thing is, whilst all this makes some small form of sense, why do PD spend so much time programming pretty backgrounds which no-one, apparently, looks at? Why did they put the bottoming-out sparks in GT3 at all when many cars weren't capable of travelling fast enough to generate them?

They are graphical niceties. They add a little edge - a polish, if you like - to the game. No-one's saying that they're necessary to make the game good, just that it'd be nice if they were included.
