Same exact cars different PP (31pp)

Yeah I have a Civic EK Type-R I bought awhile ago and its 0/0/0 and a new Civic EK Type R 0/0/0 but the old civic is 354pp and the new one is 385pp. No setup changes or anything both bone stock, heck they're the same colour ! Haha. What causes this ?
 
Odd. I went to look at my old civics setup and the pp jumped to 381pp 0.0?! Hahaha. I guess they updated the pps but you need to make the computer realize the car (ie look at the setup) or something...
 
When they established the PP system,tires selection was part of it (it was in the PP equation)....but not long after they removed it....so if you didn't pick that car for a long time,chances are good that it shows the PP from that period (tires selection in PP equation)....now if you go on that car the PP will be update....

The PP system was introduced in the Update : v1.06 Febuary 18th ...if you bought the car before V1.07 and didn't used the car since....PP will be off.

- Performance points (PP), which is an index of a car’s overall performance, is now calculated regardless of your tire selection. You can now set performance point restrictions and tire restrictions separately when you race in a lounge.

Is there any HP difference?

Look after differences between the parameters that contribute do PP as HP, weight and downforce (aerodynamics). Some of that must be different between the cars.
