Then the next question is....

Which is the busiest airport in San Andreas?
 
-Verdant Medows has the most bits of planes. That's probably not what you mean.
-Las Venturas has more Tugs and Handlers driving around randomly then anywhere else. That could be taken as an indication of high freight traffic.
-Easter Bay has the most pilotable aircraft spawns. (4 Shamals, 1-2 Dodos, 1-2 Rustlers, 1 each; Maverick, Nevada, Beagle).
-Los Santos has the biggest terminal building. It probably has more vehicles and peds at any given point then any other airport, just because there's more space for them to be in.

I'm going to say the most accurate answer is Los Santos.

I was wrong about EBA though, there's only one Rustler spawn and I forgot the Leviathan and Raindance.
Edit: I also may have been imagining two of the Shamal spawns, but I'm almost positive they've been there before. It's still easily the most aircraft spawns in one place though.

So, continuing on the air theme, what's one place where you can fly a plane below sea level? (Edit: just to cover my ass, the Hydra doesn't count)
(I know one other possibility, but it looks much trickier and I haven't actually tried yet. Imaginary bonus points if you get it though.)
 
Technically, underwater is not flying.
In the air, but below sea level.
If you want to wander around trying to find the place I'm talking about, the parachute will show you an altimeter even while you're on the ground.
 
If there were any underwater tunnels, it would be.
I can only think of one tunnel that isn't way up in the mountains, and it's not nearly big enough for a plane.
(just looked at a map, there might be one, actually.)

If you find any plane fly-inable below sea level places that I haven't thought of, you still win.
