What does the shine code do? Does it keep the car from ever needing a wash or is it just twice as shiny??

It makes the car real shiny, and never needs washing, but sometimes makes it too shiny on the track, like chrome

Its rather vague for those that arent familiar with these codes, so if someone could please elaborate just a bit further on the subject, that would be nice.
