I was thinking about getting a monitor for christmas to replace my crappy box tv. Its got a 20 inch display and 480p, along with stupidly grainy video quality.

The monitor i'm thinking of getting is an hp 21.5 inch monitor which can play full 1080p video with some hp portable speakers to go with it(hey, its better than the onboards on my old one).

All in all i think it is going to cost about 200 dollars for the whole sh'bang I just described. Is it a good idea?

I have a 32-inch 720P TV with cable box plugged in via HDMI, a computer which will soon be plugged in via HDMI, and a PS3 plugged in via component. I plan to send all audio to surround sound via optical out in the future.

Computer monitors don't have enough inputs to get the job done, and usually don't have any outputs. A TV is by far the better all-encompassing audio and video solution. Just make sure your graphics card will run 16:9 resolutions, because 16:9 res is still fairly new to computers. That's why I also have a 16:10 monitor and separate computer audio for game compatability reasons.
