So how do you build your own car?

Where is the option to build your own car from scratch ?
Anyone found it? or must you complete all event in the entire game first ? or is it opened after a certain event ?

Google is useless now days and only finds adverts to gt6 so I went here instead

I'm no expert and don't know everything about GT6, but as far as i know, i've never heard anything about a feature like that. Of course I could have just missed it, but I highly doubt that, because I guess it would be a hot topic on the forums here if it were in the game..
