How about a basic IQ test. Like the sign saying 'you must be this tall to ride', we could have it as 'you must be this intelligent to post'.

What about restricting the ability to make threads until a certain time has passed? At least then they'd need to be here a little while and might get the jist of things before they can start posting threads about whether or not their favourite car will be in GT5....

I think Jordan had something like that implemented shortly after GT4's release.

I would think that as a "Community", each veteran member no matter how long you have been here. Should show the ropes and act like a guide, if the new member is refusing to learn after the 5th time just take off certain privileges until that member actually use the stickies or search bar.

Thats what we're doing now (I don't consider myself a veteran, but I help new members anyway) and I feel we don't have an impact was we haven't the diplomatic power of a moderator.
If I were a moderator, I feel these new users may just pay me a little more attention than if I were a normal user.

Well, we do and we don't. We can enforce rules but we cannot punish people. Citizens.On.Patrol kind of thing .
