I love causing chaos from the second story of the AM radio building, near Kenji's.

And on the bottom floor, around the building, the little walkway with the panes of glass seprating you from the street. That place is awesome to take out the Cops and FBI agents good ole' Grenades and the Rocket Launcher can't. The Flamethrower gets through no problem.
