According to the recently adopted building code in the US, "1% of all chairs in an assmble space must be armless chairs, with no less than 1 available." So in other words, the architects have to make specific seating zones for fat people, deaf people, wheel chairs, and blind people. Basically, we take the worst seating zones, give them to the people that aren't handicap, and all the rest go to the others.

I think in cases of talk show studios, that percentage goes up considerably.
