You're probably best of checking in the Sim Racing Hardware section of the forums.
But to help you out as much as I can, it seems that all wheels have pros and cons. I have a G27 myself (I haven't read anything that says that the G25 was better though, the G27 is a newer version of the G25, not many huge differences between the 2). Before getting my G27 I read a lot, A LOT, of wheel reviews. From what I've gathered the G27 is the best wheel you can get in it's price range. The DFGT is the best wheel you can get in the entry level range.
Other wheel that are better than the G27, and there are many, tend to have the same con, and that's price. So basically it depends on what you want, and how much you're willing to spend. I forget which wheels are compatible with both Xbox 360 and ps3/pc but I do know that if that's important to you you're options are limited.
Again, check in the Sim Racing Hardware section as well as just looking up wheel reviews on google. There is an insane amount of information available and unfortunately there's no possible way for a person to tell you (accurately) which wheel is best for you with the information given.

Also don't forget to factor in some kind of wheelstand/cockpit into your budget, they can easily be very low cost (especially if you're able to build it yourself) or they could be far more expensive than whatever wheel you purchase. I have an Obutto cockpit ~$450 USD, got my G27 during a 50% off sale on logitech's website for $150 later got the Nixim Mod (stiffer springs for the pedals) for ~$30. So as you can see my wheel stand was the most expensive thing I purchased by far and the Obutto is considered a semi-lower budget cockpit.
