Stuck at 99.0% (?)

I got to 99.0% complete recently, with 5 Endurance races left to go. Today I completed (and won) two more of the Endurance races, and it still says 99.0%. I've completed the Time Trials, the Arcade Mode Single Races on the 'Hard' difficulty, the Beginner, Amateur, Professional, and Rally Leagues, and all but three of the Endurance League races. Until today, I noticed each Endurance race counted for .2%. Does the game not count decimal percentages after 99.0%?
 
Another guy was asking the same thing, he has done everything, but is stuck on 99% and can not see where he has gone wrong.
Nothing left to do, he says.
Thats the NTSC version he uses.
 
I finished the last course last night, and it jumped from 99.0% to 100.0%. Odd that it counts decimal percentages up to 99.0, and then doesn't.

Incidentally, after completing the last Endurance race (in my case, Laguna Seca, 90 laps), I won FOUR new F1 cars! I got a 686, 688, 094/h, and 094/s. One was for winning the race, one for completion of Endurance races, one for completion of Simulation Mode, and the 100% one. What a great payday! Now I guess I'll go back and try to get Gold on the other license tests. I have only 12 Golds now.

Man thats great, someday I hope to see that. You deserve the F car after all that..:)
