Stuck on e grade safety server glitch

Hi guys so im on the ps4 going for the b safaty trophy and have done a few hundred clean 10 lap races fpr hours and hours and I'm still stuck on e grade.i have all the licences .but the server has bugged out and it doesn't matter how many clean races I complete and win it stays on e grade.also when I turn off the ps4 my grade goes back to u .then later when I join a lobby it goes back to e.but I can't fix the server to get past e.ive done a few hundred races so far clean
I've deleted my game save and deleted the game from the ps4.reset my router and when I reload the game I'm back at e rank .

A few other guys I know have this same server bug where the grade will not change from e to d
Can I get some advice please so I can continue to get the trophy or will I need to wait for a patch that fix this issue?
Oh and before you say yes the laps are clean never come off track or crash.

E to D is a much bigger step than previous levels.
Also make sure you enter rated lobbies, otherwise your rating will not change.

You have to have races in close contention to other players for your rating to go up, if you are driving all alone your rating won't be affected.
