It's their door number which is based on their DR ranking.

Door number one is the player with the highest DR in the room. Of course as with all things PD it's buggy as DR gets sorted alphabetically to determine door number, thus 400 comes before 3000 comes before 20000. It's only reliable when everyone in the room is DR.B and up (10k DR or more). It is supposed to represent your expected finish position.

Is your starting position taken into account? Because I dipped into SR A yesterday, and was a backmarker on Race A to get my SR back up. I had the highest DR in the lobby and my door card number was never #1. It was around 4-6. I didn't qualify and started from the back.
