Yeah, the market place is the best place to start.
I found I was waiting forever to have one show up in the UCD.
I traded for my first two, then they finally started appearing in the UCD. I now have 12 (I'm a 22B whore )
2 of which are 0/0/0 cars, 1 a 0/1/0 car. The lowest mileage I think was 18k, highest was 68k.

You can also use the Level and Birthday ticket method; 6 and 1998 respectively. There's an absurd number of possible cars from both, but it's an option. Of course if your goal is to be admitted into a mental institution one day, you could try to get one from a Ticket 1000.

Before this I found the impreza at the UCD but the mileage is quite high so I just ignore it and until now still searching for the right one with the lowest mileage. Still searching for the impreza coupe 22b sti...
