Sunday Cup 400 question

Hello,
I am trying to get P1 on actual European Sunday Cup 400 on Dragon Trail Gardens.
With any car that I tuned to PP400 I am about 12 sec behind the leader, which is strange in 2 lap race.
I watched replay of my race and found that the winner has Mégane Trophy car on SH tyres.
I tried to have the same car but — it is not possible to put SH tyres on Mégane Trophy and stay on PP400 max. Even with power limiter set to 70% (min) and Ballast 200kg (max).
Winner's car had to be PP470 at least which leads to my question finally — what are the PP rules of Sunday Cups 400?

To quote the great Captain Barbossa, the suggested PP is more what you'd call "guidelines" than actual rules. The AI cars don't stick to it, nor should you.

Well you can if you want, but it is not always possible to win by following the guidelines.

And there are various events where lead AI(s) does not seem on the same footing as everyone. When you add the get the rabbit mode where you start last with moving chicane who's only goal seems to slow you or burn your CRB, you often need to ignore the suggested PPs.

It's a suggestion of the PP to use to beat the event, usually they're pretty inaccurate as many races you can be way under and still win and then others like this are extremely difficult at that number. Seems to be possible at 400 PP with the right car/tyre combination and nitrous, but up to you if that's a fair playing field at that point.

I tossed a turbo on the new Renault SUV. GT is all about making it as difficult on yourself as you prefer
 
In retaliation against PD's chase the rabbit scheme, I use overpowered cars and smash the rabbits to smithereens.

That applies to even the WTC races. So much for playing fair.
 
In addition to generally not following the rules, these event names were made on launch stats. Lots of road cars have 10-20 PP more than they did at launch now, so 400 PP is slower than it was four years ago but the cars made for "400" PP are now stronger than that.

The physics change with the Eiger update was the main cause.

I've been playing gt7 for a long time. A lot of events including the weekly challenges are designed to teach you certain aspects of racing. It's not a challenge to get first place. It's a challenge to get third. You're meant to drive an equally powered vehicle compared to the other drivers . You start off in p12 with the suggested PP vehicle it's meant to be a struggle for you to overtake other vehicles cleanly. If you notice the driver that gives you the comments before the race is Valeriio Gallo. He finishes in P3 and I believe you're expected to finish just before him with a PP400 vehicle. If you click on the hint button it recommends the a PP 477.05 . Clio R.S. 220 Trophy 16' . P 1 should is possible with it fairly easy. I got P2 on my first attempt with it. However, I got hung up passing coming out of the narrowing 6th turn. On my second attempt I finished 4.4 seconds ahead of p2. Try the event A car that I love the 67' Giulia Sprint Alfa Romero. Factory settings. Sports hard tires often like to repeat races with lower horsepower vehicles just changing the tires for increased PP. If you don't pass, clean your low horsepower, we will kill your exit speed. There is many, many ways to play. GT7.
