Suspension tune or mod hack?

I joined a drift room yesterday and i pulled up next to another RX7 Spirit Type A, the car was slammed to the ground, the wing was taken off the back, the exhaust sounded different to any other exhaust i have ever heard on the game and the wheels were out of the fenders.
Is this mod/hack (done on a computer with a programme) or is it possible to actually do thing with the in-game tuning? If its possible to do this with the in-game tuning, how do you do it?

what you have described is definitely a hacked car. Such hacks are a breach of Sony's terms of use and should be reported to Sony.
