i don't know for whom i should forward this question but i guess our budies in europe can help.
how can you get an F.I.A. driving liscence?
i tried thee web and could not find anything, so if any body have an idea what i am talking about can you please reply.

Check with your local FIA representative body - which I think in the US is the SCCA (Sports Car Club of America) - http://www.scca.org

Actually, I do not think they are related at all. I know the FIA is supposed to be a world governing body, but I imagine there are several "world" things that only cover a continent. I did check the FIA'S site and found this under membership organisations.
