Yes unfortunately they removed it. I should've bought it earlier, but I ended up buying all the packs (cars, tracks, paint, gear) separately. Oh well...
That was unexpected, and thanks for this thread. I won't put off buying complete packs in the future. It seems likely that if there's going to be future DLC complete packs, then they'll be cheap enough like the first complete pack turned out to be.
I can't find it in my Playstation store can anyone help me as where to find it.
