Dr. Johnathan Zoidberg might well be rubbish with humans (and has an art history PhD) he's renowned for his expertise on other alien species - rated highly enough by Mom that she wants him to work for her - and probably has some not-Earth qualification.

Doctor Evil literally went to Evil Medical School, thankyouverymuch.
