A woman proves in court that her husband was murdered by her sister,
but the judge decides that the sister cannot be punished.
Why?

The womans husband was actually her sister who she was having an incestuous lesbian relationship and it just so happens her pet name for her sister was "husband". The fact that the sister/husband committed suicide means the judge cannot place punishment and believes that god will punish her enough.

Am i close?

Her sister is the Slurm queen. If you punish the Slurm queen, who will make all the Slurm?
 
it could've also been that the sister was an executioner.... so she killed her husband, but can't be held responsible for it because it was her job.

Ah, nice. Although the riddle specifically used the word 'murder' instead of 'killed', so it all depends on how you interpret it.

Also, well done to DQ. I couldn't figure this one out. I had many possible scenarios in mind, but none were clever enough to be an answer to a riddle.
