Just tried to download the DLC again... PS store still won't even let me purchase it... I know some company that's going to be getting a pretty lengthy complaint letter today...
Ok...I'm about to be very angry.
I have a US PS3 with a US PSN Account. My GT5 disc is from HK (since I live here now) and I just paid for the DLC with my only PSN account. I go to the DLC screen within the game but it says no purchased content found.
I'm reading it's a region problem...if so, this is ridiculous. Am I supposed to just buy another pack for a new account? Really? I've never been one to get upset at the gaming industry, but this is absurd. Do Sony expect people to buy all new systems/games if they move to another country??? Seriously???
I was under the impression that the PS3 isn't region locked as you can play games from any country on any system. But if this is true. This may be why I cannot download anything from the playstation store. (US PS3, US PSN, US GT5, Japanese Internet)
Hello, I am currently trying to purchase the new Gran Turismo 5 Downloadable Content. I have an 80GB US PS3 with a US Playstation Network account, and a US Gran Turismo disc. I am living in Japan using NTT internet. When I go to "confirm purchase" of the DLC I always get an error code (80023102) (See attached photo). I have searched on the internet and tried Sony's suggestions and suggestions from forums with no luck. Hopefully you can tell me what is wrong and how I can fix this error soon as I really want to get the free car and theme given to customers who purchase the content before November 7th. Regards.

I understand it is very frustrating when error codes are displayed when trying to make an important purchase and I sincerely apologize for the inconvenience you have experienced. The error code you provided is a general error that is displayed when there are troubles with the billing information or making a purchase from the PlayStation®Network. First, I will explain a little bit about how transactions work, and what may be causing the issue.
Many credit card companies utilize an Address Verification System (AVS) as a way to identify the credit card owner. The system will check the billing address of the credit card provided by the user with the address on file at the credit card company. If there are any discrepancies in the data on file, it will cause an error.
Also, cardholders may receive false negatives, or partial declines from AVS when purchasing from a website that uses additional e-commerce verification systems. Or, cardholders with a bank that does not support AVS may receive an error from Internet stores due to the lack of data. Both of these scenarios require edits of the AVS entries by the bank issuing the credit card.
Please attempt the following troubleshooting steps for billing errors:
• Activate the system. From the XrossMediaBar™ (XMB™, select [Account Management], and then select [Activate System]. If already activated, go ahead and deactivate and reactivate.
• Please ensure all account information is accurate. Log in to your PlayStation®Network account, go to Account Management > Account Information > Billing Information, select the "Delete Billing Information" button, and press the X button. Then re-enter your billing information on the same page. The billing information should be entered exactly as it appears on your credit card statement and must have a United States billing address for your US account.
• Remove the apartment number (if applicable).
• Try another credit card.
• Check with the bank to verify if the credit card uses AVS (Address Verification System) as a security feature.

If these steps do not resolve the problem and the error code still remains, we suggest purchasing a PSN™ card. You can purchase these cards at any major retailer, however the card must be from the US in order to use it on your US account and I am very sorry if this causes any inconvenience.
PSN cards will allow you to choose the amount you would like to add to the wallet and are added to the wallet in the form of a code.This is a great way to add funds and avoid any AVS errors.
It may be possible to receive errors when downloading content from another regions PlayStation®Network as well. Unfortunately, not all PlayStation®Network and PlayStation®Store content may operate as intended on a console that is from another region, (i.e., different language displayed, software titles may not be compatible, etc.). We do not have any information that will override these territorial restrictions and we are very sorry again for this.

I am sorry to hear you are unable to download the Gran Turismo® 5 Complete Pack Add-On Content you purchased on the PlayStation(R)Store. I understand your concern with this situation considering you have purchased the Gran Turismo 5 Complete Pack add on content. However, after further research, I did find out the Add-on issue has been resolved and your addon should be in your download list. To access your download list, please follow the instructions below:
*On your XrossMediaBar™ go to the [PlayStation Network] icon
*Log in to the PSN account that purchased this content, if not already done so
*Select [Account Management]
*Choose [Transaction Management]
*Then select "Download List and download the Gran Turismo 5 add on
If you do not find it in your download list, you can download the add on within the Gran Turismo 5 game, by following the instructions below :
*Access the Gran Turismo 5 Initial User Menu Screen(its the screen you see when you first start your game play)
*Once you are on the User Menu locate the Downloadable Content Icon and press X
*You should then be able to download the Gran Turismo 5 Complete Pack Add-On to your game

I have just purchased the Gran Turismo(R) 5 Complete Pack (Add-On Content) for a $11.99 USD. I would like to know why I am unable to download this and use it with my copy of Gran Turismo 5. I am not the only person having this problem. I have saved the confirmation email sent to me after my purchase was completed as reference. I would like to know why I cannot access it. I was only able to download the promised gifts from Sony (a PS3 XMB theme and Gran Turismo car). Please contact me immediatly. If this does not get resolved, I demand compensation.
