Nope you can be level 3 and still have an x1 so there are no rare cars in the game,except maybe ford ka,vauxhall corsa cars people dont want.

It has some miles cuz it was on the UCD...
No mods, i didn't drive it...I can overhaul engine and restore rigdhty if you want...

As said above it is only rated rare because most people do not bother to pick it up. I have lots of cars that are rated 10 for rarity but none of those are actually rare just cars most people do not buy.

The only cars that can really be considered rare are the alternate colored race cars that never show up in the UCD and even those are not that rare at this point.
