Or if you want, you can even lower the luminosity and increase the contrast a little bit (to your taste), it should make the background darker while making the red and other lights pop even more, then sharpen it like shmogt did and you can blur the light even more by creating multiple layers. I think the photo looks good as it is, but I'll be the first to agree that even the smallest editing can make it really stand out.
