How do you turn on the Blitz Skyline neons ?

I think there on as i was drifting on a night stage, ill try a day section later but as the car is a standard i cant turn them on or off.

Thanks , The 1st pic is the 07 which is premuim and does'nt have neons.
The 2nd pic is the 04 which is a standard found in used cars.
Im sorry i should of explained it better in the earlier post, again sorry for any confusion.
