This is what I had in mind for a wheel if I stuck with the DFP and Frex adaptor. 12" is a good happy medium between your average street car and a race car. The price is good, too. That particular wheel can be found for under $100.
I think I will probably go with the ECCI pedals (suspended from the top) they are around the same cost as the Frex ones, but look to be better designed. (http://ecci6000.com/6000_pedal_01.htm)
Now, if only we could use the ECCI wheel with the PS2.
Perhaps it would be possible to use the electronics from the DFP, with the proper pots and adapt the ECCI wheel over that way. I'd hate to drop $1100 on an ECCI setup and not be able to successfully adapt it over, though. That's alot of cash to drop on something that has not been tried before.
