Thinking about restarting GT5 game save

I am seriously thinking about restarting my GT5 game save.
I have a couple questions to begin with.

1: I assume i will get all of my CE and preorder cars again, but i just want to make sure
2: What cars should i start off with to get the Penniless achievement?
3: Should i wait a few days and transfer some of the important cars (for events) to my alternate account and transfer them back when i restart? (This would take a few days/weeks)
4: Would i be able to transfer all of my paint chips and horns to my other account then right back to my new save game? (Without having to go slowly)
5: Should i do the license tests first before going for A-spec on the restart?
6: Is there any reason to advise against this restart?

1. Yep, just got to the psn store and check the recent purchases button (top right).
2. I think there's an MX5 for 19,000 in the dealership, then do a 1,000 credit upgrade of some sort.
3. I would recommend it, as far as I know the multiple cars glitch / exploit is no longer working.
4. Yep, you can trade items, not sure if it's subject to the one a day rule, but I don't think so.
5. Not sure, there's no requirement to do licenses for some reason unlike in GT4.
6. Not that I can think of if you can trade everything :)
 
Thank you. I guess i will be restarting my GT5 game save.
I will now go looking through my car ownership database (I made a spreadsheet of all cars that i own :)) and see what i want to trade over. I have some WRXes and Evos that i will definitely trade, but i don't know about some of them.

EDIT: I will probably keep the expensive race cars that i want badly. (The ones i bought for 1M+ form the used car lot)

What is the main reason you are going to restart your game save? It seems like you will be starting over without really starting over (tranfering cars, chips, etc).

If you just want the penniless trophy there has to be an easier way. I believe the credit limit if 20M and you can buy a 20M car for example.
