You don't need to ask to make a thread anywhere.
So long as you've obeyed the golden rules of looking for something similar before starting a new thread, your thread is related to the topic of that forum and not better suited in another one and it's all fine according to the AUP, you can fill your boots.

No, but you should do a search first and use existing threads if they are there... also, some threads may get closed because they have been done before, or if they are deemed inappropriate for whatever reason. Thread closures of this sort are quite common, and no offense is intended if this is the case.

Oh ok thank you because I've had some ideas I haven't seen anything like them in the search so I decided to ask here. Like I saw a thread for minecraft server I wanna make a single player mods and skins and texture packs totally different. Then I wanted to make a FaceBook thread for people who can't have a Facebook so I wanna make like a GTP Facebook. And why can't I post in some threads it doesn't give me the option to?
