Tire Rules Revised!

I was watching the qualifying on Speed today, and the announcers mentioned that the FIA is loosening up their rules on tire changes. From now on, if a tire develops a flat part during the race, the team will be allowed to change it without penalty.

If only they could've done this all the way back at the European Grand Prix...poor, poor Kimi...
 
This has been the case since the start of the one tyre per race rule. Raikkonen had the option to come in and change the tyre, but he chose to stay out. The crash which put him out of the race was his fault.
 
Why!? enough wit hthe rule changes for this season!! how bout they just get down to the racing, if the driver gets a flatspot its bout 99% his fault!! Let him suffer because of it!!
 
Maybe they were mistaken after all. Or perhaps they were referring to a rule CLARIFICATION rather than an actual change (that is, yes, a flat spot on the treads is considered fair game for a tire swap). That would still explain why one of 'em made a wisecrack about Kimi's Nurburgring accident.
 
I suppose it could be a clarification of the rules to make it easier for the teams, but AFAIK all the teams have known from the start of the season that they could bring a driver in to change a tyre if it had been flat-spotted. Take a look at the race report from the Nurburgring. Ron Dennis said they "decided" to go for the win (i.e. they decided not to come in and change the tyre).

Is the Speed Channel the one with the really bad presenter, Daly?
 
I would still like to stress my point about rule changing... do it in the first quarter of the season!!! then just leave the manufacturers to sort out little problems!!

Bee, they haven't changed any rules. It was a clarification of the rules. An FIA person said they considered a flat spotted tyre damaged, and that it could be changed without penalty, provided it isn't done on a stop for fuel.

That's the nub of the problem. The team have to bring the car in for a tire change seperate from the re-fueling of the car. Can the teams feul the car and then change the tire afterward or does it have to be done in a completly seperate stop?
 
Well before the clarification a team could bring a car with a puncture or whatever in and change the tyre after any other work on the car was done, I assume that will be the same with punctures etc., just not with flatspots.
