I discovered something when grinding the B-spec challenge High Speed Ring race today. I entered with a brand new lvl 0 driver and used a Toyota GT86.
I somehow managed to win the first race and got up to lvl 10 immidiately.
I had to give orders all the time.
Next race i figured he would do better as his level had improved.
But, he still drove like a lvl 0, went off in the chicane, drifted and was completely drained after 4 laps.
In other words you need to exit the race and re-enter for the XP to take effect.
I thought this might be useful for others now that our BOBs are growing so fast.
