Do you put toilet paper on the seat in a public bathroom, such as a port-a-pottie or outhouse? I do.
 
I don't. I find the cleanest one, wipe it down with TP, and then drop anchor. I avoid port-o-potties and outhouses, however. I'll unload before I leave if I know I'm going somewhere where there won't be plumbing.
 
If it's a low public toilet I hover but I put paper down to prevent splashage after I "drop anchor".

That said, I rarely find the need to dump a load while not at home.

You should add an option for the seat covers that many places use. It's handy dandy toilet-seat shaped piece of paper so you don't have to fiddle with balancing the toilet paper strips on the curved seat.
 
I just like, don't go in public toilets. I'd rather just hold on until I get home.
