Well actually after watching the video several times, he had an ok drift going on for a beginner, all he did wrong was going into the corner a little bit to fast and he hit the curb thus nearly flipping the car , but he must have been an idiot trying to drift on the street for a beginner he should have tried an empty parking lot first.

It is illegal. Some cops like to be a**holes and fine kids running around in the parking lot of an old abanonded shopping center down the south end of 1. So the cops drive the kids out of the shopping mall so they race on the streets instead. This is a classic case of the cops making the criminals.

You can't just 'ban' someone from driving, like you can ban an IP. Even if they don't have a liscence, or even a registered vehicle, they can go out on a joyride, endangering lives, at least until Johnny Law arrives to the rescue.
