OP, it's torque not tourqe lol, and it isn't everything, the Formula GT and Redbulls don't have very high torque but they more than do the job, for example.

Supra RZ, mid range turbo, 3000gt also outputs a very large amount on its mid range for only a 3.0L (900+ ft lbs)

Obviously any V8 with forced induction will put out a lot of torque too.

Street cars, Huayra outputs more torque than it has power, the Tesla Model S has instant torque due to being a CVT driven EV machine, so does the Citroen @Azure Flare mentioned and the R-Runner.

The Cerbera Speed 12, the Viper, the C6 ZR-1, The Ferd Shelby GT500...

Just about anything with a turbo will have decent torque.

I know this is a RC, but the Peugeot 908HDI with stage 2 turbo has the highest torque of all.

The GT by Citroën Concept has around 1700 ft-lb of torque, the most in game, followed by the Peugeot 908HDI which has 1500 ft-lb of torque with the stage 2 turbo.
