Transmission Gear Ratios & Top Speed

I am on the Lemans (Sarthe) track with no chicane.
I am in a Ferrari 330 P4 which has been upgraded to the Stage 3 turbo.
I get to about 185mph and it started hitting the rev limiter.
So I went into tuning on the fully customizable transmission and the top speed indicated by the gearing was 215mph.
I changed the gearing so that the indicated top speed was 249mph. But back on the track I could only manage 225mph.
There are no other upgrades I can do for this car, so I am wondering why I am not getting the potential top speed.
Does that top speed on the transmission page refer to your specific car, or does it just refer to the hypothetical top speed using that gear ratio if you had some predetermined amount of horsepower?
 
Not to thread jack...but does this mean that in essence if your car does 225mph tops nomatter what you put the top speed at, you should lower the top speed to 225 in order to maximize acceleration? Is that the correct way to gear for maximum efficiency in this game?

hypothetical you could have a very heavy car and it would say it goes 250 but really it wont so its just a general idea for cars with that gear setting

yes lower top speed=high acceleration and vise versa
 
If you set the gearing to 273mph, it will not do 273mph. You could set the gearing on a Ford Fiesta to 500mph if you wanted, but it wouldn't reach it - You're setting the gearing, not the Engine power.

Well, like I said, when the gears were set for 215, all I got was 185.
When the gears were set for 249, all I got was 225.
I just tried setting the gears to 225, all I got was 202.
But I do know that on tracks without long straights, you want to lower that top speed in order to gain acceleration in the lower gears.

wind plays a heavy part on the cars top speed.. maybe the 249 was done on dyno maybe? possible
 
I posted in the General Bug/Glitch thread about this:

When tuning a transmission (by setting the top speed) it lists the top speed with units of MPH, but the value is way off (i.e. when you drive the car you only get about 2/3 that speed before hitting the rev limiter), probably the value actually has units of KPH (i.e. when selecting imperial units the 'kph' turns to 'mph' but the value is not adjusted accordingly).
