Yep, it's in the Infield now. And as for the second question, only the mods know

It's not one of the threads I follow closely, but I can see it was moved to the Infield a couple of weeks ago.

And while it's taken this long for anyone to notice, I'm sure one of the mods can shed some light on the reasons behind it.
