Pics provided:

I know my windows are dusty and old and...icky. :(

Ok first, PLEAAAAAAAAASE make them thumbnails because your pictures are way too big.

Now for the window. Well, it's way to dusty, but hit the frames with a rubber hammer to "un-stick" it. Also, try using WD-40, and your arms my man. :)

First off, vacuum. :P

Are they painted shut or did the building settle and the frames are jammed? If it is a paint problem, use a razor blade to cut the paint where the frame butts up against the sill and stiles. If the house settled, you might need to get ahold of a professional.

Or a truck.

Unless you feel up to taking the window apart yourself.

It seems to have been a rainy or otherwise wet day there (judging from the moisture between the glasses), and that's not a good thing when trying to open a window with a wooden frame. It's probably the same thing I suffer, the window jammed now but as soon as the frame shrinks it will open all right. So, you'll want the frame to dry and...

Solution A: Wait for a hot and dry day and try again

Solution B: Take a hairdryer and proceed from there.

Hope this helps,

Flathead screwdriver and a hammer. Force the screwdriver under the window by hitting it with the hammer LIGHTLY. Once it's under it, hit the hammer downward on the handle LIGHTLY. You should force it up enough to make it easier to open.

WD40.

Then hit it with some bacon grease.

Pah! Hit the glass with a hammer. That'll open it.
