Actually it's just per account. Because if you were to login on a different console then you would still be rejected because you are using the same account that has reached the daily limit.

Next day I was dissapointed why I cant send more cars, until my friend told me there is a limit of one per day.
Any thoughts about first sentence?

maybe its because you sent one at say 3:55 and the other at 4:02 and reset is at 4:00

This is correct as I tried it not too long ago.. I have two ps3's but I have to use two accounts
