Why do two wheels burnout on a completely open differential?
Because the torque distributed to the driven wheels is the same (or very close to equal).
This is assuming your burnout is in a straight line of course^^^

doesnt that apply to a diff that has some lock to it? what about a completely open diff. For example the Lotus elan s1 "62. Stock it didnt have posi traction or anything like that. So shouldnt just one wheel spin?
