You have to beat the other 399 cars before the RX-3 shows up. One tip: Make sure you race the 399th car on a fresh run, the RX-3 will show up right after without giving your car a break, just like the Devils do. I raced a gang boss, two Devils, and then the RX-3. My 3000GT was pooped out.
