Are all cars going to be available for racing from the launch? They were in Pcars 1 and 2.
I don't care to race in order to buy cars and mod cars, what about real race cars? Is SMS gonna restrict those also?

Their basic versions probably would be. Still no clear info about specifics with tuning and upgrades on those.

Over on Discord, they said the sandbox is still there. There's the possibility to loan any car in the game (I assume base models, of course) and race any track.

Looking at the previews it's a similar system to other games with Career.

Career is your bespoke garage where you own and customise cars, Custom is where you can do whatever you want.

My guess is in sandbox you can drive any car in its stock form and the cars you buy and customize in career mode you can drive those in both career sandbox.

In Career mode you have to buy cars as you progress through your career. You can upgrade parts on the cars as well to make them handle better and upgrade power to get them in the next class such as Road E to Road D. In Custom and Multiplayer races you have access to your cars owned and full access to every car as a loaner so you can use any car you want on any track.
