You can buy them in the store, They also spawn on Hollywood Boulevard.

Have someone drive one over to the graveyard by the golf course. This is the guaranteed way.

Then just save edit one into your garage

I can understand save editing a MW Mesa or a Stinger GT or a Z Type into your garage, but a Dominator is seriously not too difficult to find if you just drive around the city.

Use any character. . Go to their personal garage that has access to the DLC cars.. choose a Blade and drive around Vinewood and one should spawn. . I use Michael since he is usually not far from his.

Dominator is one of the more commonly spawned vehicles in the game.
