It isn't necessary, but 1:1 movement is not something the Wii Wheel does, so I would guess that camera/ball interaction would be necessary to maintain accuracy on the level they are promoting.Actually the camera can't detect what the ball is doing,it's just a ball of light.If the ball was on it's own the camera wouldn't know on what axis it was spinning or if it was "upside down".The ball is basically used for determining were it is in 3D space,It's the sensors in the move that tell Ps3 what the ball is doing.It would just be a more sensitive Wii wheel if it could see the ball or not.
Of course, a fixed wheel on a mount would be much better, as I am sure anyone else that has tried both a Wii Wheel and any of the Logitech FFB wheels can attest to.
