vettel challenge?

Is it possible to unlock the vettel challenge if my b-spec driver gets to level 30 or I will have to get upto level 30(which i know) and I have also heard that you get a free x12010 when b-pec level is 35.

it unlocks at B spec level 30

It can unlock in A-Spec or B-Spec.
