Video Clip Display Size

Hi I got a new mobile phone the other day and it supports the AVI movie file format, my question is how do I change the size of the clip? for example the clip I want to put on the phone is 320x240 but the phone needs it to be 208x176 is there anyway for me to change the size?

Thanks Shannon for the link, I downloaded it and ran the program but when i go to open the clip it gives me this error message (see pic) I've tried searching for the required codec and downloaded a few that I thought would fix it but I keep getting the same message. Do you know where I could find what its asking for?

You need an MPEG4 codec such as DivX or XviD by the looks of that.
